论文Conditionally accept提交一修后被Withdrawal Recommended，请大家能给我建议！
今年5月投稿了一篇IEEE的期刊论文，审稿过程特别长，一审花了近6个月时间。但审稿评价还不错，还给了一个Conditionally accept的审稿意见。
我花了20多天完成了修改和核对，前几天刚发了R1修改版本，但昨天突然收到了Withdrawal Recommended的邮件（主要反馈内容如下），大概说论文讨论后不符合期刊主旨，让我改投其他期刊。这是哪一出啊，这几天郁闷到了极点
本来等着这个论文差不多可毕业了，请问各位专家、同仁们是否遇到过类似问题，我是否有必要向杂志社编辑部再争取一下，还是说就默默接受？如果争取的话，应该怎么来说比较好？谢谢！谢谢！
反馈的邮件内容：
On the basis of a careful discussion with members of Senior Editorial Board, I regret to inform you that your paper is not suitable for publication in our journal and is better suited for a journal focused on Wireless or Communication Theory.

有可能是编辑部弄错了，建议楼主写信问问情况。
两手准备吧，一方面写信争取，一方面赶紧想其它办法
帮你问了意得辑的国外专家，他们说从邮件反馈内容来看，期刊这样做就是觉得楼主的论文不在他们的范畴之内，去argu目测胜算也不是很大。楼主可以写信给他们问一下为什么觉得这个论文不合适发表。如果楼主依然对自己的论文很有自信可以把相关论据在询问信中多强调一下。询问信措辞一定要委婉。
国外专家给小编的信原文：
Clearly, the editor thinks that your paper does not match either the journal’s scope or target audience. I don’t think negotiating with the editor will be of much effect, though there’s no harm in trying. You could write to him/her asking why he/she thinks it is not suitable for the journal. If you have any strong arguments to counter this view, you can include them in your mail. However, make sure your tome is polite and arguments are backed by evidence.
