刚刚投稿就返回来了，elsevier旗下的，技术审查没过，之前没遇到此类问题，下面这到底是什么意思？是我cover letter 有问题吗？我也提交了cover letter了，哪位大神帮忙指点一下，不甚感激！

1.Cover letter required for all submissions. The cover letter should state that the authors have complied with Elsevier's ethical requirements: (Submission of an article implies that the work described has not been published previously (except in the form of an abstract or as part of a published lecture or academic thesis), that it is not under consideration for publication elsewhere, that its publication is approved by all authors and tacitly or explicitly by the responsible authorities where the work was carried out. Submission also implies that, if accepted, it will not be published elsewhere in the same form, in English or in any other language, without the written consent of the Publisher.)

In addition to the changes made to the manuscript file, please create a new file labelled as "Response to Technical Check Results" which is a response to each of the comments mentioned above. This should then be uploaded in the 'Attach Files' screen, under the dropdown menu "Response to Technical Check Results".
