你可以用一下措辞询问elsevier在线客服：

Query about the status of our manuscript:

Hello,

Excuse me,

We have submitted our manuscript (manuscript ID ******) to the journal of ***** in the new elsevier manuscript system.

However, the status of "Under Review" has lasted for nearly **** days in the new submission system .

I wonder if our manuscript has been sent to out for reviewing.

If the manuscript has been reviewed by other reviewers, would you please tell us how many reviewers have been assigned to review this manuscript?

Also, would you please tell us how long the status of "Under Review" will keep averagely for this journal?

问过elsevier客服了，回答 The status "Ready for Decision" is also called status "Required reviews completed" in EES.

Ready for Decision 就是原来的Required reviews completed。。 ...

看来两个审稿人意见不一致呀，编辑就又找了一个人做仲裁，估计你论文的命运就决定在这个审稿人的意见了。所以就又回到under review 了。就是Required reviews 没有completed，等等吧。
