欧美国家7-8月份放假的不少，其实这种情况不一定是放假，也有可能是寻找审稿人或者审稿人拒审或者到规定时间未返回意见等等造成的，那就需要更多时间去重新寻找审稿人之类的。审稿过程是速控步骤，没什么好办法。
