IEEE Trans 论文一审状态是resubmit with minor revision, 修回以后，现在二审回来的状态 reject with major revision encouragement to resubmit，真是磨人啊。三个审稿人中有一个比较尖锐，其他审稿人没什么问题。不知道修回重投后希望大不大，望高人指点。唉。。。
