之前投的一篇SCI，这是主编的回信内容（文章篇名之类的删掉了）。后续有三位审稿人意见，其中一位明确写出“ I strongly suggest that the authors reconsider rewriting this paper focusing on XXXX”，其他两名审稿人的意见中没有和直接提到建议是否修改或者拒稿等。
因为是新手，实在没有经验。请大家帮忙分析看看，主编的意思是直接的拒稿还是让修改后重新投啊？
如果主编的意思是是让修改后重投该杂志，这种情况下，重投的时候需要标注前一次投的编号吗？需要在cover letter 里面回复前一次审稿人的意见吗？
