投稿neurocomputing后decision in process这个状态持续了2个月，我向编辑发了催稿信，得到的回复是：
thank you for your message. As it happens, we have recently discovered that there is a technical problem in EES which makes it impossible to send the decision letter for your paper, and which also had the consequence that the EiC could not locate the pending decision in his menu. We have already asked our technical team to look into this and fix the problem, so we hope that we can send you the decision letter soon.

I will ask the EiC whether he could inform you in another manner by sending you a message outside of the decision letter protocol in EES, but as this might create potential confusion regarding the status of the manuscript, it could be that he prefers to wait for the technical problem to be solved so that we can follow the correct procedure. We do apologize for the inconvenience caused by this unclear technical circumstance!
感谢他的回信后，6月28日编辑又发了第二封
this is just to follow up on below correspondence. I can see that the technical team had been working on the problem, but it still had not been resolved. However I have just managed to transfer the paper to the account of the EiC, and it looks like this may have helped; at least, the paper is now visible in the account of the EiC to take further action and hopefully that includes, sending the decision letter. At the moment the EiC is travelling but I will forward this message to him so that he can look into this at his earliest convenience.

然后，论文状态又从with editer 到 decision in process 走了一遍，现在过了3周状态还是decision in process。
