seemed形容star,star被看被动关系，stir与stir主动关系。

stir 是和 tremble 并列，而不是和 "seemed" 并列；stir 和 tremble 都是作为 seemed to 的动词不定式形态，时态是一致的。
and是连接tremble和stir。
第二句的谓语动词是seemd，其后接to do形式，所以and所连接的两动词是tremble和stir，且都是动词原形形式。需要注意and连的两动词不是seemd和stir。
