两个意见完全相反
1:
The manuscript is of high scientific value, extremely professional write and the graphical part is really exceptional. i don't have comments or suggestions, only editor comments being allowed.
2:

In summary I can not recommend to accept the paper but to completely reject it

I think reviewer #2 made valid comments. Thus, I don't think the paper is suitable for publication in JMS.  If you can address the two concerns of the reviewer #2, we would be happy to reconsider resubmision of the revision to JMS.
重投是不是还要送到第二个人审啊？
