投稿到steel research int.一个多月后，审稿意见回来，审稿状态显示complete rejected，但是编辑给我发的拒稿信中提出愿意让我resubmit：
Unfortunately, we are not able to accept it for publication. However, we would be willing to consider a new submission based on this work in the future.
我想请教各位，这是什么意思呢？
本人第一次遇到这种情况，还请各位不吝赐教！
