看ACS interface materials的guidling里面似乎有这要求：If the manuscript was previously rejected by any other ACS journal, provide the name of the journal, the manuscript number, an explanation of the basis for the rejection, and a statement granting ACS Applied Materials & Interfaces permission to obtain the Editor’s decision letter and review for the rejected manuscript. Also indicate if the newly submitted manuscript has been revised based on the previous reviews. If so, provide a detailed response to each reviewer’s comments.
