most of your propositions are based on Lemma 2.2, that is actually a very good and interesting result. Unfortunately, its proof is not presented in the submission, and it can only be found on an accepted (but not published) paper, written in Chinese. If you don't provide a proof of that Lemma, the reader will never be able to assess if your results are correct or not.
Other comments:
1 - the paper needs a drastic English revision. It is barely understandable.
2 - the notations you propose are very confusing and not really adapted to the standard literature. Sometimes they change, sometimes are not introduces.
3 - why you only consider the minimum and the Lukasiewicsz t-norms?
4 - It is hard to see the scientific relevance of your proposal. Try to state clearly what is the objective of your paper ,

Fuzzy sets and systems是顶级杂志,投稿多久被拒绝?模糊信息与工程目前暂时不是sci,不过免费,也好中一点,如果没要求sci,可以投一下。对于其他模糊杂志,你在小木虫搜索一下,也就那么几个sci杂志(6个左右吧)。
