Congratulations on the acceptance of your paper in the Journal of Power and Energy. We would like to include your paper in a special issue on Fans to be published in 2016.
Please confirm whether you agree to publishing your paper in the special issue or whether you would prefer for it to be published in a regular issue.

楼主 特刊啊，不赞同，就说发regular article，特刊就跟中文的增刊差不多，不同意发特刊。
问你是发专刊还是正刊，看自己喜好吧。国外的专刊类似于特定选题的论文集，和正刊水平一样，不像国内的增刊。
文章已经录用，主编想发在专刊上（围绕一个特定主题，质量跟正刊一样，但是中国有些高校认识不一样，觉得正刊更正规）。你可以先跟学校确认一下，实在不能发专刊就跟主编沟通下
