The “Under Editor Evaluation” status is not mentioned in the Elsevier site. However, there are minor variations in the workflows of different Elsevier journals. Perhaps, the journal you have submitted to uses this status, while others don’t.  This status indicates that the Editor is evaluating your manuscript based on the peer reviewer comments, but has not yet come to a decision.  If the editor is satisfied with the reviews, you might be informed of the decision soon. If the editor feels that he wants an additional review, the status might change once again to "under review."
