The technical content of the latest revision is very strong. Overall I believe the technical contributions merit publication. However, there are multiple instances where I believe grammar corrections and sentence revisions are needed prior to publication. I have uploaded a pdf document with multiple comments and highlights of text that need improvement.  I have put in proposed improvement recommendations in the comments. I have also included in the in text comments instances where additional clarification is requested for specific points. Please see these highlights and comments and take them into consideration for your next round of review. Once they are addressed I believe your paper is ready for acceptance for publication.

While the technical aspects of the paper are quite good the presentation is not. It would be a good idea for a native English speaker to proof read the paper.
