投了IEEE Trans IM一篇文章，2天后被退回来了，主编要作者签名的版权协议以及2015超页同意书（见下），请问这2样文件在哪，去了杂志主页和投稿系统都没有啊，有没有投过的虫子告诉我在哪里，谢谢啦~
另外是需要下载下来然后作者签名后扫描成电子版然后发过去吗？
