第一次投稿，投OE，一个月后没有送外审，直接被拒，邮件是这样写的
Dear Dr. xx

After editorial review, I have determined that I cannot accept your paper for publication in Optics Express.

A paper is acceptable for publication in Optics Express only if there is convincing evidence that, in addition to being correct technically, it also adds a new and important result to the field.  I have found that your paper does not meet this criterion.
I suggest a journal like Applied Optics, more suitable for your manuscript.
