In these circumstances your paper cannot be accepted for publication in ***.                                   邮件里面又说Note that you may resubmit the paper at a later date but there needs to be a rebuttal at the start of the paper referencing this paper with paper ID and title and a clear description of the modifications that you have made to the  paper for us to be able to reconsider the paper for publication. We may or may not be able to enlist the help of  the original associate editor and reviewers in this context but we will do our best to do so.
