我怎么被编辑搞糊涂了，不知道悲剧了还是需要进一步审稿。也没有给出审稿意见，难道是被编辑直接pass掉了？

投的是美国JALCA期刊，投过去快四个月了，编辑给了个这个。。。。。。

求各位大侠帮忙呀，指点迷津一下，是悲剧了还是没有呢？
Dear Manuscript Author,
               
I have completed my editor’s initial review of the subject manuscript you submitted and have further evaluated this work in the context of a large number of presently active new submissions. Your manuscript seems to meet some of the requirements of our Journal Publication Policy(JPP) and, with further pre-editing may qualify for peer review.

Specifically, I think it would be of interest to our readers. But it needs English language editing and major reorganization because the experimental work in mixed into the Results and Discussion.

Also, we are only able to publish about 44 original manuscripts a year, so this means that we must make choices. My selection is largely based on compliance with JPP, interest to our global readership and balance of subject matter throughout the year.

Based on the above, I have determined that I will not proceed with further consideration of this manuscript for JALCA at this time. I would reconsider a major edit that is reorganized and rewritten as note above and in compliance with our publication policy.
