Technical:
1. Please submit, as part of the covering letter with the manuscript, the names, and affiliation and email addresses of four potential Referees. Appropriate Referees should have no close connection with any of the authors. In addition, Referees should be from institutions other than those of any of the Authors.
2. Captions should be provided separately.
说的是什么意思？the covering letter ，和这么多无关，这个我自己都找不到，是不是我理解错了什么意思？求大神们解答啊！

the covering letter 里面要写4个推荐审稿人，包括审稿人名字，单位，邮箱。
下面所谓的无关，总的来说就是推荐审稿人要是外校的，不能跟这个文章有关系的。比如一个单位，或者文章的合作单位的老师，就不能当审稿人，这也是审稿人的基本规则。
the covering letter 就是你投稿时候写的coverletter，投稿的时候必须贴给编辑的，这次是技术审查出了问题，过了技术审查就能到编辑手里了。
