OSA期刊，reject and resubmit需要给谁写信？大家帮忙分析一下，感激不尽
Resubmissions of previously rejected manuscripts require a cover letter with a detailed response to the referee and editor comments. If the new manuscript does not address the reviewer and editor comments, it may be rejected without peer review.
这是投稿要求上的，原来投的被编辑拒稿，因为英语不行。现在修好后，准备重新投稿，按照他们这个要求应该写一封cover letter？但给谁写呢？没邮箱啊...之前编辑的回信都是通过OSA代发的，没有个人邮箱有经验的帮忙分析分析，非常感谢。

谢谢啊，第一次投稿，提交时 没看到需要写cl，因此给忽略了，不过，编辑很好还给了三条建议。我现在写cl时，是不是应该先写创新点，然后再一一回复上次编辑列出被拒的原因，及自己做的修改？
