发邮件问小秘什么时候能给我寄DS2019,她给我回信如下:
All documents have been delivered to the international office and completed.
I check with xxx from the International office and she stated that all documents have been issued.

International office相当于“外事处”。
international office 是她们学校的国际交流处,好像是由国际交流处发DS2019.就是不明白这个issue怎么理解，
issued就是办理了/交差了/受理了的意思
应该是资料已齐备
