省属院校博士生培养的质量主要体现在博士生以创新能力为主的综合能力，其培养质量的评价不应只是培养单位和政府教育主管部门，而应结合毕业3-5年的博士生及博士生用人单位的反馈意见进行综合评价，根据综合评价意见用以指导培养机制改革的效果，制订改进策略，切实可行的抓住培养机制改革的要害，不断提高研究生培养质量，为地方科技及经济发展提供高水平人才

The quality of doctoral training in provincial universities and institutions is mainly reflected by the comprehensive ability, especially the innovative ability of doctoral students. The evaluation of doctoral training quality should be a comprehensive one, i.e., it should be not only just based on the training units and government departments in charge of education, but also based on the performance of the graduates and the feedback from the employers 3 to 5 years after their graduation. The outcome of the comprehensive evaluation should be used as the guideline for the reformation of the training system, strategy formulation for training improvement. Therefore, the key issues for the reformation of training mechanism could be grasped and the quality of postgraduate training would be improved constantly, which makes it possible to provide high level talents for the regionally-based science and technology and economic development.
