此句中难处理的是“落地”，笔者理解为付诸实际，启动，因此用了put into effect 这个短语，用put into action也行。不知道地不地道，请大虾们指教。
the localized scientific and technological project of higher education institutions of xx Province. 我用“localized”来表示“落地”，因为我理解的“落地”就是“在某一个具体地点（来实施这些项目）”。不知道我理解得对不对，仅供参考。
