At the same time, the very concept of school management was being developed
by other researchers. Casey, Andreson, Yelverton, and Wedeen (2002) in their early work pointed at the managerial aspect of supporting charter school as necessary to be able to provide products and services. They used an example of financial management and state regulations as related to school management and mention that without a proper layer of management most schools might not be able to function as autonomous organizations. The same point of view was represented by Finn and Kanstoroom (2002) as managing charter schools was moving away from well established rules of managing public education. The findings pointed at the fact that charter school management was only marginally different than management of any other small or medium size company.
