Physical Review E被拒，其中一个审稿人拒稿，但是说的很差劲，能申诉吗？成功率多少？

We regret that in view of the comments of the second referee we cannot
accept the paper for publication in the Physical Review.
去ASIS看看状态是"Not under active consideration"或是"With author(s)"。
如果是With author(s)，那还可以修改再重投。
如果是Not under active consideratio，除非楼主对自己的数据十分有把握。
比如：能把评审二针对你的数据和Lancichinetti et al有冲突的论点加以反驳，并证实评审有纰漏。或是能够把你的数据和别人有冲突的原因加以厘清之类的。。。
不然的话不建议appeal
