主编说reject，coordinating editor说可以resubmit，请问这是什么情况？ 已有6人参与

求助各位前辈，请问这是什么情况？来信的格式如下，先是主编说reject，在comments部分先是coordinating editor说可以resubmit，再附上了三位审稿人的意见。 参看很多同学都表示主编说reject&resubmit，但我这个主编也没说可以resubmit啊，倒是coordinating editor说可以resubmit，我迷茫了....谢谢大家！ Dear Mr. XX, Reviewers' comments on your work have now been received.
