How to effectively manipulate the land expropriation and people resettlement?
Since the development of Hainan international tourism islands became one of the national development strategies, Hainan's socio-economy has developed at a high speed. More and more key projects at the national or provincial levels were invested and promoted in Hainan. Therefore, the land expropriation and people resettlement become a very important and urgent task. In the process of task execution, the benefits or personal gains of some common people will be possibly abandoned. Seriously, the existing of "stubborn nail" householers and subsequent "Forced Evictions & Demolition" events will to some extent affect the social harmonisation. Thus, how can we properly put the land expropriation and people resettlement in practice?
Now I will give my opinions based on my work experience.
Hongling water conservancy project is a key water conservancy project of Hainan Province, with the main dam site locating within the Zhongping Town. It is one of the important tasks to sucessfully implememnt the work of land expropriation and people resettlement, and ensure the construction of Hongling water conservancy project. In the processes of executing the task, to accomplish the task stably and effectively, the tow government should specially take the following measures:
1. "public interest, no trival matter". land expropriation and people resettlement are directly related to the public's benefits. How to protect the legal rights of them is a sticking point to sucessfully execute the land expropriation and people resettlement.
2. To keep close communications with the public and solve their contradiction at the beginning in time. We should attach importance to the signs of problems, and solve them in time with taking effective measures. One work rule "Whenever or whatever can not make the Public go the oppisite side with the government" must be grasped.
3. In the process of executing the land expropriation and people resettlement, probably the householders whose lands will be expropriated usually put forward some problems that the project have no idea to solve or requirements that do not accord with the laws and policies. For such situations, we, town government, will educate and guide them using the "benefit-orient inducement" approach, combining with the real circumstance. The explaination and guidance will be the only way to solve the problems.
4. To concern and propitiate the relocated people. The common people of the relocated villages sacrifice their own interests for supporting the development of natioanl key construction project. Their contributions to natioanl development is very big. Therefore, it is of vital importance to concern their lives, propitiate their emotions, and get their supports to carry out the task of land expropriation and people resettlement.
Above all, in the processes of task execution, it is important to take these aspects reffered above. Simultaneously, it is also significangt to further create a stable and harmonised social environemnt. It will be a necessary guarantee to better serve the development of Hainan international tourism islands. |
