小虫投了一篇文章被拒，审稿人建议修改后另投它刊或者以short note 形式发表
请问
1、 short notes 和letter区别在哪？
2、 投稿页面显示可以重投resubmit,但Editor's Comments to the Author栏中却写到The editor also would like to suggest the authors to submit the paper to other journals because every paper in xx must contain some new physics, which the editor cannot find in the present manuscript.请问虫友，还有重投的必要吗？
