| 与西方国家情况不同，我国非政府组织从产生开始，就面临着强大的政府权力。相应的，我国非政府组织的政治参与也面临着不少的问题：第一，非政府组织的政治参与无制度化的途径；第二，非政府组织影响政府决策能力弱，政治参与程度低；第三，思想库类非政府组织政策倡导能力不足；第四，与政府互动中缺乏制度化合作。differing from west countries, NGO in our country were facing with powerful powers of government.
