造成这些问题的原因主要有：第一，资金、人力等方面资源的不足；第二，缺乏相应保证政治参与的法律；第三，公信力的缺乏；第四，中国民众缺乏自治精神与公民意识。目前，解决这些问题需要如下途径：第一，完善和健全法规，奠定参与的制度基础；第二，合理选择和拓宽政治参与的渠道；第三，完善自身制度，提高政治参与能力；第四，策略选择：合理定位与政府关系，保障参与权。 the reasons resulting the problems are mainly the next. first,shortage of funds and manpower.second, insufficiency of relevant law.third ,insufficiency of Credibility. the fourth, the chinese common people are short of autonomy spirit and civic awareness. at present ,the approach to resolve the problems are as follows.first,improving and perfecting legislation,establishing the foundation of institution.second ,reasonable selecting and broadening the channel of political participation.third,perfection of own institution,increasing the ability of political participation.the fourth,strategy choice reasonable orientation the relationship with government,guaranteeing participation rights |
