Non-Governmental Organization(also called NGO) which is third power except nation and market which affected the development of society is the base of civil society.degree of participation in national political life of NGO reflects the degree of maturity of development of civil society.NGO in our country participating in politics have experienced threee periods:first,late Qing Dynasty to 1949;second,1949 to 1978;third,1978 to up to now.They can be divided as three typesfficial type;grassroots type;overseas type.differing from west countries, NGO in our country were facing with powerful powers of government. Accordingly,NGO in our country were facing many difficulties.first,participation in political affairs of NGO have not been institutionalization. second, decision-making ability of NGO is weak,the level of participation in political affairs is low. third, thinking bank NGO lack the ability of policy advocacy.the fourth, Interactions with government lacks institutionalization.the reasons resulting the problems are mainly the next. first,shortage of funds and manpower.second, insufficiency of relevant law.third ,insufficiency of Credibility. the fourth, the chinese common people are short of autonomy spirit and civic awareness. at present ,the approach to resolve the problems are as follows.first,improving and perfecting legislation,establishing the foundation of institution.second ,reasonable selecting and broadening the channel of political participation.third,perfection of own institution,increasing the ability of political participation.the fourth,strategy choice reasonable orientation the relationship with government,guaranteeing participation rights |
