The promotion of cleaner production (CP) in high polluting industries is an effective way to control heavy metals pollution for developing countries. However, there are more challenges for these countries to develop an effective environmental policy to make enterprises to invest in CP. Even in developed areas of these countries, pollution transfer is still the main way to control the pollution, which causes more serious environmental contamination.想表达的是：在不发达国家，尽管与污染转移相比清洁生产是更有效控制重金属的污染的方法，但在这些国家发展一种有效的政策促进企业投资清洁生产面临更多的挑战。非常感谢 Compared with pollution transfer ,cleaner production (CP) is more effective to control the heavy metal pollution in less developed countries。however，it's more difficult to develop an efficient policiy to make enterprises to invest in CP. |

Compared with pollution transfer which is the main solution to metal pollution in less developed countries, cleaner production(CP) produces less pollution and is a more effective way. However, it’s difficult to be put into practice in these countries. |
