Because the reviewing process can lead to several potential rounds of required revisions and based on the input that I have received so far, it becomes apparent that the manuscript, as is, will not be acceptable for publication. Therefore, I have decided to decline the paper in hopes that the authors will reconsider their strategy for resubmission to this journal or to another journal by having a "fresh start".
