The paper is not very well written and it is quite hard to follow, and, therefore this reviewer would personally suggest a major revision。

In summary, the paper needs a major overhaul and this effectively would result in a new paper. Therefore, I recommend rejecting the paper.

We do not think the manuscript does not meet the standards of PTL in terms of significance and the way it is presented.

结果就是reject，这种情况，按照审稿意见修改重投，会是什么样的结果呢？
