请问这种审稿意见怎么改

The reviewers have raised points that require consideration and revision of the manuscript before it is suitable for publication. However, with thorough response and revision, the manuscript may be acceptable for publication in ****. We would like to receive your revision as soon as possible, and no later ***.
审稿的是三个专家，一个小修，一个接收，还有一个拒稿（第二次审，第一次也拒稿）
具体拒稿的理由是：I'm still very dubious about the mechanism of action here and agree with Reviewer 1's original comments. I don't think revision has really helped that much here.
请问这样我回复审稿意见，拒稿的意见还要回复么？请过来人指点迷津！
