reject但是encourage to resubmit的文章

在重新提交的时候，需要有对前文的审稿意见的修改list吗 I recommend that this paper is rejected. The experimental results are not really convincing, especially when compared to similar algorithms. I encourage the authors to refine the experimental setup to improve the results and then send the paper to this or to another journal to be reconsidered for publication. 类似这样的审稿意见，若现有的方法很难有大的改进，实验结果却提高不少的话是不是显得很假。 |
