但是随着热处理时间的延长，阻尼值反而降低，由于涂层和基体在界面处几乎发生脱离，当施加外力时，阻尼值反而降低，因此，并不是热处理时间越长越好。

With the extension of the heat treatment time, lower damping value was obtained. Since the interface between the coating and substrate was almost detached, the damping value was decreased when the external force was applied, therefore, the longer the heat treatment time is not good.

因为觉得英文部分最后有问题，所以我仍认为你是想润色英文而非中文：

With the extension of heat treatment time, the damping value was decreased. Therefore, the saying that "the longer the heat treatment time the better" is not true.

最后一句可以试用：
Therefore, it did not necessarily guarantee that a better result would be obtained with an extensive heat treatment time.
