投了一篇SCI，最近收到一件，两个审稿人，一个建议退稿，一个建议修改，最后编辑退稿了，文章的状态也是reject。但是编辑的邮件中这样写Having looked at the manuscript and the reviews by myself, I follow Reviewer2's opinion to encourage resubmission if you can provide the missing evidence and restructure your paper along the lines outlined in the review. 如果重新投稿还有希望吗？重新投稿的时候cover letter应该如何写？请各位大仙多多指教。
