[交流] ieee 一审结果已有1人参与

本人第一次投ieee期刊，今天一审结果出来了，感觉不是很乐观，希望有经验的朋友能给我些意见，谢谢。
编辑给的意见是大修，其中有一段话是说To effectively show within scope of the society and in order to verify if the TIE is the right journal for manuscript submission authors may check if there are any papers in the subject area that have been published in TIE previously; manuscripts are encouraged to be technically linked with recently published papers. If there is doubt about the scope of the manuscript the editor may recommend resubmission of the manuscript to another journal with more closely connected scope.这句话是说我的文章是不是在这个杂志的相关性方面存在问题呢？因为从审稿意见看没什么实质性意见，都是说研究的方法缺乏创新性等等。
下面是四个审稿意见：
先大概说下我的文章的思路，就是利用两个方法结合的方式解决了一个问题，这四个审稿人都说第一个方法没有创新，这个我也知道，但是我是将两个方法结合的，而第二个方法是我文章的重点，审稿人都没有提。
reviewer 1：The author tries to 。。 by two ways.  Here comes a problem how about the weight of each method.
reviewer 2：There is no innovation for the method of 。。(只第一种方法). This method has been referenced in many published papers.
reviewer 3：（1）. This paper has studied 。。。.
               （2）. Although the paper lack novelty, it may be beneficial to the readers to see 。。. However, the paper has some spelling and grammar errors which should be corrected.
reviewer 4：This paper proposes a combination of。。。.
               I would like to start my review with some specific comments and suggestions. The reviewer has the following comments.
               （1）. What is the main contribution of this work? Or where is the novel part?
               （2）. It is recommended strongly to proofread and check this paper for possible publication in the future. Otherwise, it is very difficult to read results of study for all Figs for common readers, especially in prints edition.
               （3）. It has been not proved that 。。, to compare with other methods, as claimed by the authors in the Abstract and Conclusion.
从4个审稿人的意见里几乎没看出什么正面意见，感觉文章要悲剧的节奏，顺便问一下，一般修改的文章多久后上传更合理写呢，因为我的修改可能不需要补充实验、数据等等，看样子就是把要创新的部分突出表达下，这样估计10天就能改完，而编辑给了6周。
