JIM投稿被拒，说是rejected with encouragement for resubmission，还有必要再投么？ 已有4人参与

最近投稿被拒，但是据稿信里有“rejected with encouragement for resubmission”。 请教一下各位专家，这只是一般的客套话，还是真的修改后再投有希望？ Dear ..: We have received the reports from our advisors on your manuscript, "XXXXXXX".
