The major issue(s) impacting my decision was the fact that contribution provided by your manuscript is minimal. You set out to modify an approach that inherently has problems, however, I have the feeling that a standard Kalman or a two filter IMM filter whose process noise covariance is properly set would not either outperform the approaches presented in the analysis or be at equal performance at worst.
