【求问】这封信里的三个地方不明白呀 已有2人参与

刚刚收到国外教授的回信： Dear ***, I am delighted to offer you a position in my laboratory as a postdoctoral fellow. This is conditional upon your submitting a postdoctoral fellowship application before joining my lab. You indicated an interest in ** studies on ***. I can help you on this by sending you a submitted NIH grant proposal, which you can use in preparation of your proposal. Also*** here can help you in the fellowship writing and application process. I can pay salary from a grant until you receive a fellowship. salary would be at the standard NIH rate, which is currently $*** per year. This would be contingent on your satisfactory performance in the lab. After hearing from you, we can follow up with visa and other matters. 我有三个问题不明白： 1） I am delighted to offer you a position in my laboratory as a postdoctoral fellow. This is conditional upon your submitting a postdoctoral fellowship application before joining my lab. 这句意思是我只要申请就可以，不用管结果？还是我一定要申请到，他才给位置？ 2）Also *** here can help you in the fellowship writing and application process.
