其中两个审稿人认为是an interest research，直接接收了；可以另外一个却给了很差的评价：
Such papers are not suitable for ISI journals. They should be submitted for conferences. This is due this fact the novelty and contribution are little.
References are completely outdated. There is little connection, if any, with this Journal.
最后编辑给的major revisions and resubmit，我也决定了resubmit，可是怎么回复最后那个审稿人呢？
真的很困惑啊，希望大家给给建议。
