Without access to an adequate mass spec facility, faculty from many of the schools at the University have had to use other facilities in the Baltimore area and those located in other cities, making it difficult, if not impossible, to leverage interdisciplinary teams and training opportunities for our faculty, students and fellows。

不能获得足够的质谱设施，在巴尔的摩地区以及其他城市的大学中许多学院的教师不得不使用其他设施，因此综合利用跨学科的团队和培训机会培训我们的教职，学生和研究人员变得很难，就算不是不可能的话。

因为不能用到合适的质谱设施， 该大学中许多学院的教师一直不得不使用巴尔的摩地区其他的设施，以及别的城市的设施。这使得协调各跨学科的团队以及培训我们的教职，学生和研究人员的机会变得很难或者不可能。
注：2楼翻得很好，但貌似“在巴尔的摩地区以及其他城市的大学中许多学院的教师不得不使用其他设施”，应该是“该大学中许多学院的教师一直不得不使用巴尔的摩地区其他的设施，以及别的城市的设施”，请核查。

按照如上所说的翻译，in the Baltimore area and those located in other cities理解为facilities的后置定语，但是这里应该是University的后置定语。作如上理解的依据为 those located ，作为located的主语， facilities 说不通，是故理解如上。这是一句独立的话，没有上下文，但一开始就先说出没有质谱仪，然后是用其他设施，干啥不可能，其实推测作者意图是强调要质谱仪。其实，觉得这像实验室的主任向上级提出购买质谱仪所写，实际就是要质谱仪。

与4楼商榷：

该大学中许多学院的教师一直不得不使用巴尔的摩地区其他的设施，这句主语动词宾语都很清晰，主语=faculty from many of the schools at the University， 动词+to=have had to use,  宾语= other facilities in the Baltimore area.希望到此没有异议。然后and those located in other cities，我的理解是and 连接起来的是other facilities in the Baltimore area 和 those located in other cities, 一起做have had to use的宾语，those 指facilities。 至于located， 它不是动词，而是过去分词。这句话本来是可以这样写的 (这样看就更清楚了）：
...have had to use other facilities (located) in the Baltimore area and those located in other cities， 但省略了前一个。 总之those不是指faculty， 那样说不通。

宾语= other facilities in the Baltimore area.这里理解不同！原句的顺序应该是这样的，Without access to an adequate mass spec facility, faculty from many of the schools in the Baltimore area and those located in other cities  at the University  have had to use other facilities ，making it difficult, if not impossible, to leverage interdisciplinary teams and training opportunities for our faculty, students and fellows。原句的顺序应该是这样的，因为考虑到平衡问题，写成了楼主的句子。如果不是同一大学的不同学院，用 facilities 是不能的事情！
