You are warranting that the paper has not previously been refereed and rejected by another publication in its present form or in a form which substantially overlaps with this submission. 这点要求不公平。  投稿以前应该修改，可是什么样的修改够了？修改一个句子够了吗？修改一千个句子够了吗？  没办法，关于你的文章，你得自己决定substantially overlaps是什么意思。如果算substantially overlap，得告诉编辑情况怎么样。好运！ |
