收到lab on a chip的拒信，可否重投

投稿后一个月收到审稿人的意见，两个审稿人一个意见大修，一个拒绝，最后编辑给了reject的决定。感觉编辑说得比较委婉，我没能搞清楚编辑拒绝的具体原因是什么，是文章本身的创新不够还是我的文章表述得不行？如果是文章表述的问题的话修改后是否可以再投这个杂志呢？这是博士生涯第一篇文章，请大家多指点！附上拒信内容和审稿意见。 Thank you for your recent submission to Lab on a Chip.
