Thank you for your submission to Water Resources Research. At this time my assessment is that the content of your manuscript "Analytic solution of the base functions in the multi-scale element method for groundwater flow problem in heterogeneous media"I agree with the assessment of the AE that this paper is not acceptable for publication in WRR. Based on the AE recommendation,I will not initiate the review process at this time. I encourage the authors to demonstrate the advantage of the ethos through the application using a data set. ethos不太容易翻译，意思是·兴致·左右。。。
这位编辑写得不太清楚。除了数据以外，你应该把一个有用的应用呈现呈现。（呵呵，我也写得不太清楚，汉语水平不太高）
