At this time my assessment is that the content of your manuscript "Analytic solution of the base functions in the multi-scale element method for groundwater flow problem in heterogeneous media"I agree with the assessment of the AE that this paper is not acceptable for publication in WRR. Based on the AE recommendation,I will not initiate the review process at this time. I encourage the authors to demonstrate the advantage of the ethos through the application using a data set.
