投稿时签署的协议有些内容不明白啥意思

Note that if the Article was prepared as part of a Named Author’s duties for their institution this Agreement must be signed by their institution as Author. Further, if there are several Named Authors it should be signed by one author in a representative capacity. If all Named Authors are employees of the US Government and the Article was prepared as part of their duties the Article is not eligible for copyright and one of the Named Authors should sign below to confirm this fact.
